Transparent, competitive and sustainable procurement is a powerful tool to achieve social and environmental impact and improve democratic governance for European citizens.
With this vision, public procurement in Europe is undergoing major transformations. In the next 12 months, Europe will get closer to a single procurement data market by implementing the new eForms in most European countries and creating the first EU centralised procurement data database - Public Procurement Data Space. If done well, these reforms will completely change how governments, businesses and civil society can access procurement information and collaborate to achieve better economic, social, and environmental outcomes.
This conference is two-day meeting for around 100 leading policymakers, technologists and experts to develop a shared vision, exchange best practices, and agree on concrete actions towards a more open and sustainable procurement in Europe. This will be an opportunity to shape the European procurement market, showcase innovations and tackle shared challenges.

Some of the speakers that will be sharing their insights and leading the sessions during the event.
Belinda Balluku
Mrs. Belinda Balluku is Vice Prime Minister as of july 2022 and Minister of Infrastructure and Energy as of January 2019.
In the Parliamentary Elections of 2021, Mrs. Balluku was elected MP of the Tirana Region.
Prior to being appointed as Minister of Infrastructure and Energy, she was the General Director of ALBCONTROL, JSC, the National Air Navigation Agency of the Republic of Albania (2013-19)
Mrs. Balluku is a graduate of the Executive Program “Economic Development” from Harvard Kennedy School, and holds an honorary degree from IATA (International Air Transport Association) for management of air navigation services (Air Navigation Services Management).
She graduated with honors in the General Diploma of Management, in Miami, USA. She holds a law degree and in 1999 graduated from the Athens Institute of Technology, Department of Business Administration. Mrs. Balluku has a variety of other qualifications in areas of aviation security, telecommunications, human resources, local government management and in leading social institutions.
Contributions of Mrs. Balluku in the field of Albanian aviation has been continuously praised by international partners. She has promoted excellent cooperation with neighboring agencies and the integration of ALBCONTROL in European organizations. Mrs. Balluku also has extensive experience in the field of telecommunications, where she worked in November 2000, immediately after the largest state-owned mobile phone company AMC, now ONE Telecommunications was privatized.
Mrs. Balluku held senior management positions, initially as Director of Customer Care, where she established for the first time in Albania the Call Center service, and then Director of Marketing. During this dynamic period for AMC, Ms. Balluku has been part of the decision-making board.
In 2004, Mrs. Balluku joined the staff of the Municipality of Tirana, initially as a Public Relations Advisor and later as Director of the Mayor’s Cabinet. During this period, she led the development of communication strategies with the public and the media.
She has been an active part of creating the reception interface and has subsequently successfully managed the coordination between the mayor and the executive directorates of the Municipality of Tirana.
Since 2006, Mrs. Balluku has been a vital part of the Socialist Party. Mrs. Balluku has constantly contributed in social awareness and responsibility campaigns by attending community projects and initiatives.
Artan Grubi
Mr. Artan Grubi is the first Deputy Prime Minister and Minister for Political System and Inter-Community Relations.
He completed his primary and secondary education in Skopje. He graduated from the Law Faculty "Justinijani i Parë" at the "Saint Cyril and Methodius" University in Skopje, where he received the title of graduate journalist.
Grubi started his professional career in 1999, during which he built a rich career in the non-governmental sector, and in working with international organizations in North Macedonia, Montenegro, Albania, the Netherlands and Kosovo, such as the Embassy of the Kingdom of the Netherlands in Skopje, NATO, The Hague Tribunal and US agencies for assistance in various operational tasks.
Fabrizio Bucci
Ambassador of Italy to Tirana
Fabrizio Bucci was born in Rome on April 14, 1964 and graduated in Political Science at the University of Rome in 1988.
He joined the diplomatic career in 1992. He was assigned first to the Directorate General for Human Resources and then to the Directorate General for Political Affairs; he left abroad in 1996 to serve at the Italian Embassy in Cairo, where he remained until 2000.
Subsequently, he was assigned to the Permanent Representation to the EU in Bruxelles.
Back in Rome in 2004 he was assigned to the General Secretariat, Coordination Unit. From 2007 to 2013 he served as Counsellor at the Italian Embassy in Washington and later appointed as Head of Afghanistan Unit at the Directorate General for Political Affairs. In January 2014, he was promoted to the rank of Minister Plenipotentiary and appointed first as Central Director for European Integration and from 2015 as Deputy General Director for the European Union.
In 2010 he was awarded the title of Knight of the Order of Merit of the Republic.
Giuseppe Busia
Mr. Busia is the President of the Italian National Anti-Corruption Authority (ANAC), since 2020. He was also recently appointed Vice President of the Integrity Network, which brings together 14 institutions from 4 different continents.
Mr. Busia worked at the Italian Data Protection Authority (DPA) from inception in 1997 and took office as Secretary General to the DPA in July 2012.
He was a member of the Europol Joint Supervisory Body as set up by the Europol Convention from 1998 to 2005, where he was appointed as Chair of the Appeals Committee; he was also a member of the Joint Supervisory Authority set up by the Customs Information Systems Convention and served as deputy Chair of that Authority. From 2012 he is Alternate Member of the Article 29 Data Protection Working Party set up under the Directive 95/46/EC and has been member of the ad hoc Committee on Data Protection (CAHDATA) established by the Council of Europe to modernize the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (ETS No. 108).
He served as Secretary General to the Italian independent oversight Authority for public procurement contracts (2008-2012) and was appointed as Director of the Permanent Board for the Relations between State and Regions (2006-2008).
He held and still holds teaching courses in several Italian universities and has authored many scientific papers.
Ekaterina Solovova
Ms Ekaterina Solovova is Head of the European Bank for Reconstruction and Development (EBRD) in Albania. Prior to her appointment in July 2021, Ekaterina has served in a variety of senior roles at EBRD including as an Adviser to the President, Head of Resident Office, Principal Risk Officer and, most recently, a senior member of the EBRD’s Private Equity team where she has led origination, execution and portfolio management of the equity investments in various sectors and countries. Ekaterina has represented EBRD on the boards of several investee companies.
EBRD is the largest multilateral finance institution in Albania, having provided EUR 2 billion of financing in 141 public and private sector projects in the country since 1991. At the end of 2022 EBRD’s portfolio in the country was over EUR 1 billion with the annual new investments between EUR 150 and 200 million.
Jonaid Myzyri
Chair
PPC Albania
Jonaid Myzyri after completing his studies and being honored with a Gold Medal at the Faculty of Law, University of Tirana, built his career in the procurement field. He joined the Albanian Public Procurement Commission and the Ministry of Infrastructure and Energy. Then in 2015, he was elected by the Assembly of the Republic of Albania as chairman of the Public Procurement Commission (PPC).
As chairman of PPC, he undertook the most important reform of the last ten years in the procurement review body: digitalization of services (e-appeals). Also, by using the new standards of publication based on OECD principles, he intends to promote transparency and openness as tools for the further improvement of the procurement system in Albania. This ongoing reform of digitalization has been praised by SIGMA-OECD, by ranking Albania and the Public Procurement Commission in first place in the Western Balkan region.
The PPC reform was recognized and honored by the special award "Special Recognition for the Confidence in Public Administration for the E-Basic System, on 15’th September 2022, on the International Day of Democracy, in Northern Macedonia, in the Western Balkan Ministerial on Public Administration Reforms. The E-Appeals System was selected among the 15 best projects worldwide by the jury of the GOVTECH summit, which was held in The Hague on November 01, 2022, thus placing Albania on the map of the global initiative, with a clear mission "Excellence in supporting GovTech".
On 28Th October 2022 Public Procurement Commission founded the Network of Procurement Review Body of South Eastern Europe. Members of network are Procurement Review Bodies of Republic of Albania, Kosova, Croatia, Slovenia, North Macedonia, Rumania, Montenegro, Bosnia and Herzegovina and Türkiye. Jonaid is chair of the Network for 2022 – October 2023.
Mr. Myzyri is chosen as one of the champions of the Open Contracting Partnership for 2022. He is the writer of different articles on procurement reform.
Andre Weimar
As director Procurement, Facilities and Housing Policies André Weimar is responsible for the Procurement infrastructure of the Central Government. From ballpoints to computers, cars to energy and to catering. Impact is key. Environment, people and society have to profit of it! Now the Chief Procurement Officer is curious to find out in which way more openness could lead to more impactful orders.
Mirlinda Karçanaj
General Director, National Agency of Information Society
Linda Karçanaj was born in Tirana, Albania, to a family of honored professors of their time.
She studied Computer Science and earned both BA, MA and PhD degrees from the University of Tirana, with excellent results. Being that she graduated with honors, she got appointed as a full-time lecturer of Information and Communication Technology subjects at the Faculty of Natural Sciences, University of Tirana for 6 years.
Simultaneously, she was working as a programmer, database manager and IT expert for various international organizations, projects and local companies. During this time, she also attended various trainings in algorithm and IT in France and Germany.
Upon moving to Canada, Ms. Karcanaj worked for 5 years as an IT manager for local private companies in Ontario, managing data processing and analytics and providing expertise and IT solutions in operational work processes.
After returning to Albania, Mrs. Karçanaj held the position of Director of Information Technology in the Municipality of Tirana for 4 years, being the initiator of the integration of ICT in the local government administration. In this period, she led the digitalization of work processes in the largest municipality of Albania.
Further on, she returned as a full-time lecturer of ICT subjects, at the Faculty of Economics, University of Tirana for 3 years.
For the past 9 years and a half, Mrs. Karçanaj has led the Albanian National Agency of Information Society, holding the position of the General Director. She has successfully implemented the digital revolution of transforming public services through the e-Albania governmental platform. Today, 95% of public services are provided online-only through the e-Albania platform, changing the mindset and means of access between the citizens and state institutions, emphasizing the importance of digitalization of services and the modernization of public administration.
Mrs. Karcanaj has shown her leadership and managerial skills in the design of integrated systems in education, e-Health, transport, consular services, tax and customs services for businesses, thus improving citizens’ quality of life by saving them time and money in reduced costs and fees. She has continually led investments in developing electronic systems, digitalizing physical archives, improving physical infrastructures, equipping the relevant stakeholders with an electronic seal or signature, etc.
Currently, Ms. Karçanaj is committed to paving the way for implementation of emerging technologies in public administration such as cloud computing, artificial
intelligence, big data and analytics and blockchain. Her upcoming challenges include implementing plans on fostering a community of programmers with state-of-the-art training in Albania, thus addressing the lack of professional workforce and helping the youth obtain ready for-the-job skills.
Under the administration of Mrs. Karçanaj, NAIS has been internationally praised by the United Nations, the European Union, the US Department of State, ReSPA and the Organization for Economic Co-operation and Development (OECD) for the success of digital governance, making Albania a leader in the region.
Erika Kuročkina
Deputy Minister of Economy and Innovation, Lithuania
At the moment Erika Kuročkina is responsible for public procurement policy, open data policy, reform of the digitization of public sector services, innovation in the public sector (GovTech), defence industry and innovation policy. For the past couple of years she was working with an innovation reform, which was crouned with the establishment of the Innovation Agency Lithuania; building of the open data ecosystem in public sector; was a part of the governmental team which changed a legal approach towards private and public data centres, use of cloud technology and creation of Digital embassy.
Eduard Shalsi
Mr. Eduard Shalsi was born in Korçë, Albania in 1968. He completed his higher education at the Faculty of Natural Sciences in Albania, studying biology and chemistry. He is married and has three children.
Mr. Shalsi first taught biology and chemistry at primary and secondary schools from 1990-1992. He worked in Greece for 3 years, and then returned to Albania to work at Tirana Bank. In 2003, after 7 years in the banking sector, he became the General Manager of INSIG SA, the first insurance company of Albania. A year later, he was appointed as Head of the Mayor Cabinet in the Municipality of Tirana, and from 2007-2009, he was Deputy Mayor of Tirana.
Mr. Shalsi was elected for the first time as Member of the Parliament in 2009 and he has been reelected in 2013, 2017 and 2021, respectively as the MP of the County of Tirana, Berat and Korca. Currently, he is the MP of the county of Tirana.
He has been appointed twice to serve as Minister of the Albanian Government, by firstly serving as Minister for Local Affairs, and then as Minister for the Protection of Entrepreneurship.
Mr.Shalsi was Chair of the Paliamentary Commission on Productive Activities, Trade and Environment, meanwhile he has been at his current position as Chair of the Commission for the Economy and Finances within the Albanian Parliament since 2021.
Among other posts, he has been involved in the EU-Albania Stabilisation and Association Parliamentary Committee, from 2004-2007. He is Head of the French-Albanian Parliamentary Friendship Group; Chair of the Albanian Delegation on the South-East European Cooperation Process, as well as Member of the National Council of European Integration.
His hobbies include chess (He is Honorary President of the Albanian Chess Federation), sports and the mandolin. Besides Albanian, he also speaks fluent English, Italian and Greek .
Kathrin Frauscher
Open Contracting Partnership
Deputy Executive Director
Kathrin is the Deputy Executive Director and Gavin’s co-pilot in leading the Open Contracting Partnership. Kathrin’s journey as a social entrepreneur started in an unlikely place – the World Bank Institute, the incubation lab of the World Bank. Kathrin worked in countries such as Nigeria, Uganda, and Mongolia on challenging but potentially transformative sectors including mining, construction, and service delivery. Once she realized the potentially massive impact that more accountable procurement processes could have, there was no turning back. While still at the World Bank, Kathrin and her team there began a user-centered iterative process to create a global organization that was better equipped than the World Bank to work across stakeholder groups in developed and developing countries to open up government contracting. Kathrin now co-manages the Partnership with Gavin where she is still thrilled by the daily opportunity to change how contracting can deliver value for everyone. Before working at the World Bank for ten years, she got a Masters in Advanced International Relations from the Paul H. Nitze School of Advanced International Studies of Johns Hopkins University and a BA in Economics from the University of Vienna. Kathrin is a 2021 Fellow of World Commerce & Contracting for making significant contributions to the development of commercial and contract management.
Gavin Hayman
Gavin Hayman is the Executive Director of Open Contracting Partnership, a silo-busting collaboration across government, business and civil society to open up and transform public contracting and procurement.
Before joining the Open Contracting Partnership, Gavin was Director of Campaigns and then Executive Director of Global Witness. He oversaw the organization’s groundbreaking and award-winning investigative, campaigning and advocacy work uncovering secret deals, corruption and conflict around the world. He helped create the international Publish What You Pay campaign and negotiated the intergovernmental Extractive Industries Transparency Initiative to improve disclosure and oversight of over trillion dollars of oil and mining money paid around the world.

Principal advisor to Public Procurement office in Lithuania. Is responsible to oversee Sustainable procurements department (which also acts Sustainable public procurements competence center in Lithuania) and Electronic procurements department. Also lecturing on sustainable procurement at Mykolas Riomeris University and Kaunas college. Lecturer and independent consultant on sustainable public procurement. Before joining Public Procurement office, was working as the head of public procurement department in one of the biggest hospitals in Lithuania for 11 years.

Jenny Yan Yee Chu
Procurement Specialist, Asian Development Bank
Jenny Chu is a Procurement Specialist in ADB’s Procurement, Portfolio and Financial Management Department. She is the focal for various ADB sovereign operations projects in South East and East Asia, and she leads the work on strengthening the environment, health and safety requirements in ADB procurement documents. Ms. Chu is a chartered professional engineer and an admitted barrister and solicitor of the High Court of New Zealand. She has over ten years of experience in project planning, design and delivery of complex infrastructure projects.
Liesbeth Casier
Liesbeth Casier is Lead, Public Procurement and Sustainable Infrastructure Policy and Coordinator of the NBI Global Resource Centre with IISD’s Economic Law and Policy Program. She works with the Public Procurement and Infrastructure Finance team on research and advisory services that involve innovation in public procurement. She also works on IISD’s Sustainable Asset Valuation. Liesbeth has advised governments in Bhutan, Canada, Colombia, the Dominican Republic, India, Morocco, Paraguay, Senegal, South Africa and the Netherlands.
Neha Gandhi
Director, Government Engagement Mastercard.
As the small & medium enterprise (SME) segment lead in the Government Center of Excellence, Neha helps drive Mastercard’s partnerships with the public sector to support and enable small businesses. She is responsible for partnering with both the public and private sectors to leverage advances in digital technology to enhance quality of lives and ease of doing business, while also improving efficiencies for all participants in the ecosystem.
Neha has over 8 years of experience working in and with public sector on SMEs. Prior to joining Mastercard, Neha worked in Enterprise Singapore, the lead government body championing enterprise development in Singapore. There, she managed major government outreach channels, and worked closely with banks, trade associations and industry partners to drive scaled projects to upgrade the capabilities of SMEs in specific industry sectors.
Neha is a graduate of Enterprise Singapore’s Executive Development Scholarship programme, and holds a Bachelor’s degree in Business Management from the Singapore Management University.
Enio Jaço
President American Chamber of Commerce Albania.
Enio Jaço is a former banking executive turned economic development entrepreneur with 19 years of international and regional experience. Currently, Enio is the President of American Chamber of Commerce He is the founder and CEO of CBS, Creative Business Solutions, a leading economic development firm with main clients USAID, European Union, World Bank and EBRD. Previously, Enio worked as a senior International Advisor with DAI, a global development firm based in Washington, D.C. He served for 2 years in Afghanistan where he led ADF, a $100M development fund for establishment of country’s Agriculture Bank. Earlier, he lived for 12 years in New York, where he worked for global banks such JPMorgan Chase and American Express.
Enio was Vice President of JPMorgan Chase, responsible for consumer risk policies. He holds a Master’s Degree on Engineering Management from Cornell University and B.S. from Polytechnic University of Tirana.
Eliza Niewiadomska
Senior Counsel, Legal Transition Team, EBRD. Eliza is responsible for regulatory advice on digital transformation of government commerce and leads technical cooperation activities under the EBRD UNCITRAL Public Procurement Reform Initiative and the EBRD GPA Technical Cooperation Facility. Lawyer and economist, Eliza holds postgraduate degrees from the Warsaw University, Poland, the University College London, and King’s College in the United Kingdom. Eliza worked for Polish government during regulatory reforms of Poland’s accession to European Union and upon leaving civil service, as a general counsel in the IT industry. Prior to joining the EBRD in 2009, Eliza was head of procurement at power&energy company, PGE Polska Grupa Energetyczna SA in Warsaw.
Johnny Hugill
Deputy Director, Procurement & Business Systems, Public.
Johnny Hugill has led a number of PUBLIC's government consulting and advisory projects, including working with the Dutch government to design a GovTech strategy, and the Cabinet Office on its civil service reform programme. With expertise in procurement of technology and innovation, he sits on the UK government procurement advisory panel, and has led procurement transformation projects with a number of European governments. Before PUBLIC, he worked with a number of universities on behavioural science and startup-related projects.
Milva Ekonomi
Minister of State for Standards and Services of Albania.
Milva Ekonomi serves as Minister of State for Standards and Services. Mrs. Ekonomi served as General Director of the Institute of Statistics of Albania during the period 1994-2005, performing a series of tasks related to the establishment and institutionalization of official statistics in the country. She has chaired the National Nomenclature Commission and has been a member of the Bureau of the Conference of European Statistics EEC / UN for two terms.
She has also served as a member of the Municipal Council of Tirana during 2000-2011. Mrs. Economy was previously a Deputy Minister of Health (2013-2016).
In February 2016 she was appointed Minister of Economic Development, Tourism, Trade and Entrepreneurship.
In January 2020 she became chair of the Committee on Economy and Finance.
In December 2020 to September 2021 Mrs. Milva Ekonomi served as Minister of Agriculture and Rural Development.

Galiya Ismakova, Principal procurement specialist, Asian Development Bank has over 30 years of work experience with 23 years of ADB experience.
She is recognized as an expert and champion of the e-procurement having been involved in the promotion of e-government procurement since 2007. He contribution to e-procurement agenda include:
1. Processing and administration of the ADB Technical Assistance project to strengthen Philippine Government Electronic Procurement System (PhilGEPS).
2. Processing and administration of 3 Regional Technical Assistance projects setting up and strengthening Asia Pacific Public Electronic Procurement Network .
3. Supervision of 4 procurement case studies detailing challenges and achievements of electronic public procurement in Armenia, People’s Republic of China, India and the Philippines.
4. Supervision and publication of ADB’s e-Government Procurement Handbook.
5. Supervision of 3 Asia Pacific e-government procurement surveys.
6. Supervision of research studies on electronic procurement complaints handling, blockchain application to e-public procurement.
7. Leading organization of eight Asia Pacific Public electronic Procurement network conferences.
8. Design, development, deployment, and implementation of ADB’s Consultant Management System – the e-procurement system for ADB funded consulting services. The system is used by over 18,000 users.
9. Formalizing and leading pilot implementation of the software-as-a-service solution for Small Island Developing Stated and Fragile and Conflict Affected countries.
Galiya has PhD (Philosophy) from Academy of Sciences of Republic of Uzbekistan, MBA from University of Western Australia, Management Development Diploma following studies in I.A.E, Aix-en-Provence (France) and Lancaster University Management School, Master’s Degree in Philosophy from Tashkent State University.
Galiya is Member of Chartered Institute of Procurement and Supply (CIPS) and Associate Member of the Chartered Institute of Personnel and Development.
Manuela Cruz
Manuela Cruz is in charge of the TED and EU Procurement Unit at the Publications Office of the European Union. She joined the European Commission in 1992 and worked in areas ranging from the Structural Funds, Administration, Communication, Public Health and publication of EU Law. Manuela graduated in Law in 1990 at the Portuguese Catholic University in Porto, Portugal, and has post-graduations in European Studies and in Public Administration.
Mitja Medvescek
Secretary, Ministry of Public Administration, Slovenia
Mitja Medvešček holds the position of Secretary in the Public procurement directorate of the Ministry of Public Administration of Slovenia. His main tasks are international cooperation and exchanging of good business practices with various institutions and organizations with the aim to improve transparency and efficiency of public procurement in Slovenia. He earned an university degree in Economics from the University of Ljubljana in the field of Business Informatics.
Reida Kashta
Public Procurement Agency, Albania. Phd. Reida Kashta (Shahollari), has worked at Public Procurement Agency (PPA), in Albania since 2006 and from 2010, she held the position of Director of Legal, Monitoring and Publication’ Directory.
From February 2016 to October 2017 she has held the position of Secretary General in the Ministry of Urban Development.
Since October 2017 she has been back to Public Procurement Agency, at the position of General Director.
In May 2020 she has been appointed as Negotiator for Chapter 5, Public Procurement and member of the Albanian Negotiating Team for EU accession.
In November 2022 she has been appointed as Head of Negotiating Team for accession of the Republic of Albania in the Government Procurement Agreement of World Trade Organisation.
She has a Doctor Degree from University of Turin/Italy and University of Tirana/Albania and a Master Degree on European Studies from the Graduate School of European Studies of Albania. Her research interests are in Public Procurement.
She is author of several scientific papers presented in International Conferences and published in national and international scientific journals and co-author of several Manuals on public procurement procedures.
Since the year 2009 she is an extarnal lecturer at the Magistrate School of Albania, as well as at Law Faculty/University of Tirana and a trainer at the Albanian School of Public Administration.
Since the year 2019 she is a lecturer (International Consultant) on public procurement training courses organized by International Training Center/International Labour Organisation (ILO), Turin, Italy.
Giampaolo Sellitto
Officer, ICT engineer, Officer of the Italian National Anticorruption Authority.
Giovanni Paolo Selitto has been actively engaged in the digitalization and cross-border interoperability of public procurement since 2006, contributing to the set-up of the Italian Contract Register and related digital services, ANAC’s Open Data Portal, various large scale EU projects, the eProcurement Ontology and an EU Public Procurement Data Space Pilot. Currently, he is leading an Open Data action to monitor RRF in the Italian National Open Government Action plan.
Umrbek Allakulov
Umrbek Allakulov is the Senior Data Support Manager for Open Contracting Partnership. He offers guidance on how to collect, structure, and use data to make better decisions and create a better user experience for procurement systems. In addition, Umrbek advises our partners on data digitization and publication.
Before joining OCP, Umrbek coordinated the research and evidence program of the Water Integrity Network with a focus on corruption, its impacts, and the efficacy of integrity programs in the global water sector. Daniel is a consultant focused on public administration reform. He has a particular interest in public procurement, providing advisory services to public institutions within an international environment, and conducting specialized research in this field. Currently, he is enrolled in a PhD program in Industrial Economy with a specialization in public procurement. His research involves analysing how tender characteristics may affect market access to public tenders, particularly for SMEs.
Karolis Granickas,
Karolis Granickas is Head of Europe working with the European institutions, country governments and civil society to improve public spending in the region. He focuses on strengthening institutions and their public spending using openness principles. He is interested in how open contracting can help power sustainable transition in Europe. Karolis is a member of the European Commission Multi-Stakeholder Expert Group on eProcurement (EXEP) and he also co-leads the Open Spending EU Coalition - a community of open spending champions in the EU. Before joining the Open Contracting Partnership, Karolis worked with Transparency International Lithuania, focusing on citizen engagement using ICT. He also contributed to global open data advocacy efforts, together with the Epsi platform, Open Knowledge International, Open Data Institute and others. From 2014 to 2016, he was a national researcher within the Open Government Partnership Independent Review Mechanism.

Krzysztof Izdebski
Krzysztof Izdebski is an expert at the Open Spending EU Coalition and the Stefan Batory Foundation. He is a member of the Osiatyński Archive Advisory Board, the Marshall Memorial, Marcin Król and Recharging Advocacy Rights in Europe Fellow. He is a lawyer specialized in Freedom of Information, re-use of public sector information and technologies which impact democracy. He has wide expertise in relations between public administration and citizens. He is the author of publications on freedom of information, technology, public administration, corruption, and public participation.

Mr. Zoran Blažević, the director of Temporis Consulting Ltd in Croatia, has over 20 years of practical experience in the field of public procurement. His expertise encompasses policy development, strategic planning, review systems, capacity building, and active participation in procurement procedures for both contracting authorities and the private sector, particularly in large infrastructure projects.
In addition, Mr. Blažević has served as an external expert for the OECD/Sigma in various countries, including all IPA Countries, as well as Armenia, Azerbaijan, Egypt, Georgia, Jordan, Lebanon, and Moldova. In these roles, he has contributed to administration reforms, strategic development, and capacity building initiatives. He holds university degrees in law and economics.

"Agron Ibishi is acting as the Head of the e-procurement unit in Public Procurement Regulatory Commission (PPRC) in Kosovo. Mr. Ibishi holds University degree in Electrical Engineering from Prishtina University. Mr. Ibishi has more than 17 years of professional experience in project planning and project management of IT systems, drafting the ICT Strategies and Action Plans, drafting of ToRs and technical specifications for ICT projects for various national and international institutions. From 2008 till 2017 he worked as ICT consultant for World Bank projects related to public sector modernization and implemented at Kosovo government level, including implementation of the e-procurement system project in all phases. From 2017 he joined Public Procurement Regulatory Commission as in charge with wide responsibilities related to management of the electronic procurement system unit and further development of electronic procurement processes. "
Felix Zimmermann
Felix Zimmermann is Head of AG DGI5 “Public Procurement; Digitization of public procurement" in the Federal Ministry of the Interior (BMI) in Germany. Previously, he was Head of the Central Federal ICT Procurement Office (ZIB) and responsible for the public procurement framework contracts in the field of ICT of the federal administration. He gained experience from the perspective of the supplying economy as Head of Public Sector in the association Bitkom. Felix Zimmermann is a member of the board of forum vergabe e.V.
Isabelle Adam
Analyst, Government Transparency Institute.
Isabelle Adam works as an analyst at GTI. She graduated in Global Public Policy at Central European University in Budapest and IBEI Barcelona, focusing on the governance of development. Previously, she studied Global Project and Change Management at Windesheim Honours College in Zwolle, the Netherlands, and gathered experience abroad in countries such as Uganda, Madagascar and Bolivia conducting field research and working in local NGOs. She works on the DFID-funded research project looking at anti-corruption in government procurement and is involved in research projects looking into the impact of transparency reforms and ways to detect collusion in public procurement.
Sandor Lederer
Sandor Lederer is the co-founder and director of K-Monitor, a non-profit public funds watchdog based in Budapest. The NGO was founded to improve the levels of transparency and the rule of law in Hungary. Civic participation and technology driven solutions are among the organizations key instruments. Beside K-Monitor’s tech focus, the organization is also active in anti-corruption advocacy and research. Sandor was contributing to the European Commission’s Anti-corruption Report as a Local Research Country Correspondent. He is a European Young Leader at Friends of Europe and Obama Fellow.
